Best way to test 4 cell batteries?

Hey everyone :)

I have around 8-10 4S1P batteries laying around for various RC projects, some are weaker than others - What would be the most accurate way to test these battery packs to voltage, float, capacity and general discharging tests? I'd take a solution which would test any 2 of those.
