I have had the same issue, but it actually doesn't seem to matter when it is in the water. Taxi turns still work and landings and takeoffs are just fine. I think these water rudders do much less than one would think. My brother and I have had fun flying the plane over water while driving our boat alongside. This turns out to be really fun to do. We put a camera on the plane and took videos of us in the boat driving alongside while the plane was flying, it was a great way to see how the boat runs in the water.
