In the MotionRC review of the 64mm Stinger the reviewer said he reduced the throws to 70% in his radio. Is this recommended on all control surfaces?

Dual rates is a setting that is very pilot specific. Some people like very low rates, others very high rates. For the first few flights lowering the rates to something in the 70% range on all surfaces can be a good starting point, BUT you need to tailor this to how you like to fly. You also want to look at your control surfaces as you are adjusting the rates. Make sure you still have enough aileron, elevator, and rudder authority after changing the rates.
If find the Stinger or other planes too responsive or "twitchy" you will also want to experiment with expo settings on your transmitter. Different from dual rates, Exponential, or Expo, "softens" stick moments near the center point allowing smooth flight when making small stick movements.
