Metal covers

I just bought a King Tiger with metal sprockets and idler wheels. The little metal covers that go over the area where the screw is keep falling out. Is it safe to use just a dab of silicone glue? Or is there something better?

You will have to remove tracks for service from time to time.
many of us glue a magnet insisted the hub caps that sticks to the screw.
