    It tends to be equally both. Not enough support materials (to thin) and cheap mediums (plastic or resin).

      The person that printed it probably printed in PLA filament. PLA is one of the cheapest and easiest material to print with, but it isn't very thermally stable. A tank being used outside needs to be printed from ABS, ASA, PC, Nylon, or at a bare minimum PETG. There are some high temp resins also.
