When I tried to install the metal or plastic hub caps that were provided, they don’t fit seems like that are too small or too big to fit properly.

I appreciate any suggestions, since this is my first tank.

If you have the plastic hub caps use those. The metal need to be tapped on or sanded slightly to fit. Totally normal for HL metal hub caps.

The plastic ones doesn’t even hit they are basically loose.

On mine with metal road wheels the metal caps were perfect. Snug but not too tight.

Use some black silicone to hold the plastic ones on. It doesn't take much and holds very well.

I noticed some fit slightly but I’m afraid when I use it outside or move fast they will pop out.

Auto part stores. It's used to make gaskets.

one more question if I use the silicone is it easy to replace if I have to change one of the discs on the tank?

Yes very easy when compared to using something like CA glue.

Any bathroom or kitchen silicon rubber tube will work perfectly for your purpose too. The black silicon is slightly stronger and more sticky, and similar to those silicon rubber marketed as "liquid glue". No matter which silicon you end up using, they can all be easily piled loose. Personally, I prefer those white silicon rubber tube for this purpose.
