To utilized a FPV camera with your cell phone do you need hotspot turned on in your phone?

No you need to download a special app. You should also search for a new wifi name. Click on it and connect to it. Then open the app and press start, then you should see the camera's feed. There should be a pamphlet in there with the QR code for the app.
