It is difficult to tell from your picture. Look for a brand inprint on the tank. It could be a Marui, Toy Easy or VSTank. It is 1/24 scale. You can google for more information.

If it is a Marui, you are in luck because it is sought after by tank model buffs.

It is possible that the RC controller or the receiver board inside the tank is not working. Or may be both are not working.

Get replacement parts from the manufacturer one at a time. Use process of elimination to fix it. I will try the receiver PCB first, Then the radio controller.

The cheaper and easier way is to get a new 1/24 scale Type 90 tank from a Heng Long dealer on ebay.
